In an interview VFX Supervisor Atsuki Sato stated there was 18:08 screen time for Godzilla.
Kotaku: “How much of the film is CG? I know lots of the military hardware was CG, which surprised me.”
Sato: “I don’t know the exact percentage, but Godzilla appears for 18 minutes and 8 seconds in this version. That’s 15% of the entire movie.”
That would put it 8th most screen time, between "Return of Godzilla" 1984 at 18:54 in 7th and "Godzilla Vs Biollante" 1989 at 16:48 in 9th.
In percent of film in would be 11th tied with "Ebirah, Horror of the Deep" aka "Godzilla Vs the Sea Monster" 1966 and "Godzilla Vs Mothra" 1992.
A video was posted of all Shin Godzilla footage which totaled 16:14, however the video was taken down by Toho. From the video I was able to take the time each stage of Godzilla was on screen. But until I am able to do my own calculations and capture the time of each appearance and total time.

Budget
How much Shin Godzilla cost to make is still unknown. It has been reported to be 1.5 Billion Yen ($12.8 Million USD), but many believe that estimate to be a little low. An interview with Hideaki Anno stated the budget was less then one tenth a Hollywood movie. Another report put Shin Godzilla Break even 8 Billion Yen or $68.55 Million USD. But that is probably double
